The Kostanay Regional Branch started broadcasting on February 1, 1991 in Kostanay. In 1989, a special decision of the State Committee for television and radio broadcasting of the Kazakh SSR was made to open Kostanay regional television. After that, intensive preparations were carried out, VCRs "Kadr-103", its "Magnolia-83", ATC, TV camera "PANASONIC M-8000" were purchased and launched into the TV studio. The first test broadcasts were broadcast on the Kazakhstan TV channel twice a week, on Tuesdays and Fridays, for 30 minutes in Kazakh and Russian. It consisted of news and small interviews. Among the first founders of Kostanay television were the then chairmen of the TV and Radio Company N. Islyamiev, B. Nurmukhamedov, chief engineer V. Astashov, editor-in-chief A. Madin.
